Ukrainian President Volodymyr Zelenskyy arrived in the Netherlands on Wednesday for talks with Dutch leaders, hours after the Dutch government announced €1.2 billion ($1.3 billion) in non-military support for Ukraine over the next three years, Reuters reported.

Zelenskyy was expected to meet Dutch Prime Minister Rob Jetten at his official residence, the Catshuis in The Hague, for bilateral talks, followed by a meeting with Dutch King Willem-Alexander. Ukrainian delegates were also due to hold talks with Dutch Foreign Minister Tom Berendsen and Defense Minister Dilan Yesilgoz-Zegerius, and to meet Dutch business leaders, the Kyiv Independent reported.

"We will discuss defense and economic cooperation, strengthening Ukrainian air defense, and new steps to support Ukraine," Zelenskyy said on X upon his arrival, according to the Kyiv Independent.

What the €1.2 billion package covers

The Dutch government said it would give Ukraine €380 million to help reconstruction next year and around €410 million in both 2028 and 2029, Reuters reported. Part of the money will support Dutch companies willing to invest in rebuilding Ukraine, while other support is intended for urgent repairs to Ukraine's energy infrastructure and the supply of machines to Ukrainian industry.

The Kyiv Independent reported further details of the package, including €40 million ($45 million) for the Ukraine Energy Support Fund and €55 million ($62 million) to fund energy equipment from Dutch companies for their Ukrainian partners. The visit coincided with a trip to Kyiv by Dutch Foreign Trade Minister Sjoerd Sjoerdsma for talks with Ukrainian officials.

Air defense at the top of the agenda

Strengthening air defense is the most urgent item on Zelenskyy's agenda. The Ukrainian president said this week that Russia has fired more than 100 ballistic missiles at Kyiv and its suburbs in just two weeks, while deliveries of the interceptors needed to stop them remain delayed — a story already covered on this blog. The Netherlands has provided Kyiv with about $10 billion in military aid as of mid-2026, including F-16 fighter jets and Patriot air-defense launchers, the Kyiv Independent reported.

Why the visit matters now

The visit comes as Kyiv seeks to drum up European support amid deteriorating ties with the United States, the Kyiv Independent reported, and weeks before negotiators from Ukraine, Russia and the United States are due to hold new talks aimed at ending the war. US President Donald Trump said on Wednesday that a meeting between Zelenskyy and Russian President Vladimir Putin will be set up "very soon" — an announcement already covered on this blog, with no date or venue confirmed by Moscow or Kyiv.

For now, the Dutch package is a concrete commitment rather than a promise of talks: three years of reconstruction funding, energy support, and a public show of backing from a country that has been one of Ukraine's most consistent military suppliers. What Zelenskyy takes home from The Hague will be measured not in handshakes but in air-defense deliveries and reconstruction money that actually arrives.

The claim that ties with the US are deteriorating is the Kyiv Independent's framing, not a statement by either government.
