European Nations Prepare Multinational Force Rehearsal for Ukraine

Britain and France are preparing to lead a military exercise in Poland this month to test the ability of a multinational force to deploy to Ukraine if a peace agreement is reached. The upcoming rehearsal, designated Exercise Koalicja and scheduled for 9-22 November, will involve nearly 3,000 military personnel drawn from 12 European nations.

Plans for a reassurance force were initially introduced last year as part of long-term security guarantees proposed by European countries. Western officials emphasize that any deployed force would not participate in offensive operations, front-line combat, peacekeeping, or ceasefire monitoring. Instead, their stated objectives are to provide reassurance and assist in rebuilding the armed forces of Ukraine. The United States has participated in discussions regarding the mission but is not contributing personnel.

Scope and Objectives of Exercise Koalicja

The exercise aims to evaluate how participating nations can successfully move, protect, and supply a force within Ukraine. It will test command and control structures to ensure seamless cooperation among troops from different countries across land, sea, and air domains.

  • Approximately 2,800 military personnel from 12 nations will participate.
  • The UK contribution includes 300 troops and two RAF Typhoons.
  • Fighter jets will simulate reassuring commercial aircraft for when Ukrainian airspace reopens.
  • Turkey has agreed to lead a maritime mission focused on clearing mines and resuming Black Sea trade.

Participating nations in the multinational effort include the UK, France, Belgium, Estonia, Germany, Lithuania, the Netherlands, Poland, Spain, Sweden, and Turkey.

Official Statements and Regional Reactions

UK Defence Secretary Wes Streeting stated that the exercise demonstrates active preparation for peace. "This is not a hypothetical plan, it's a real force, ready to help Ukraine once the fighting stops," he said.

Lieutenant General Tom Bateman, the UK commander of the Multi National Force – Ukraine (MNF-U), noted that the exercise translates political commitments into military readiness, calling it a serious commitment to long-term stability.

Russia has previously expressed opposition to foreign troops stationed in Ukraine. Last year, President Vladimir Putin warned that such personnel would be considered legitimate targets. While Western officials declined to detail specific rules of engagement if international troops are attacked, they affirmed that the force would maintain the ability to defend itself. Western authorities also acknowledge that final force structures will ultimately depend on the specific circumstances surrounding any cessation of hostilities and individual national political decisions.
